Anti - Ragging Committee

About the Cell:
INTRODUCTION

Sagar Mahavidyalaya ensures a completely ragging free environment in the college campus and hostel premises. Our College believes in an easeful space, where our new students unhesitatingly participate in various activities including teaching-learning with the existing students. The college assures that any activity – be it verbal or written, physical or psychological – by any student/a group of students causing damage to the other student(s) is strictly prohibited. Sagar Mahavidyalaya Anti-Ragging Cell monitors such cases minutely and informs the authority for appropriate action. The Cell, moreover, looks after that there will be no such incident of ragging in the campus.
The UGC had recommended that the Universities/Colleges/ Institutes must have a committee and a separate cell to deal with issues of Anti ragging violence to evaluate, assist and support Higher Educational institutes to meet certain requirements which will be made mandatory in order to give effect to a policy of zero tolerance of anti-ragging violence. In compliance with the letter from UGC from time to time, Anti-Ragging Cell of Sagar Mahavidyalaya has been constituted.


FOCUS:

Declaring the campus as “Ragging free”
Providing adequate impetus through hoardings and billboards placed at vantage points and through college website
Student’s council and committee members conduct regular checks at the beginning of every odd semester


MEASURES TAKEN UP:

Anti-Ragging Posters received from UGC to be displayed on notice boards.
Organize slogan writing, poster making, etc. on Ragging and or Anti-Ragging to raise awareness among students.
Encourage Students to create prepare placards, boards and slogans to be displayed during the rally.


OBJECTIVES:

To spread awareness among the students about the consequences of ragging
To keep a close eye and vigilance over ragging to prevent its occurrence and recurrence
To immediately address issues related to ragging and take action accordingly
To generate an atmosphere of discipline by sending a clear message that no act of ragging will be tolerated and any such act will not go unpunished.


ACTIVITIES:

In view of the recommendations of the UGC we, at Sagar Mahavidyalaya, have constituted an Internal Complaints Committee timely. The said committee has issued several notices requesting the students, if any one victimized, to inform and bring to notice without any hesitation of any instances of Anti-ragging in the college premises.
Several meetings were held to find out whether any such cases had been reported.
Anti-ragging harassment poster have been designed and displayed at our all campuses.
Educating students about the consequences of ragging and teach healthy values to avoid engaging in such behavior.
To assist in maintaining the ethos of the Institution – ‘A Ragging free campus’
Disseminating information on Anti ragging rules & regulations
Organizing awareness-raising programmes
Identifying and inspecting places where ragging may occur
Having surprise visits to classrooms and in hostel
We are fortunate that no such cases have occurred in our institution till date.


Grievance Redressal Cell

The Grievance Redressal Cell (GRC) of Sagar Mahavidyalaya aims to look into the complaints lodged by any student and redress it as per requirement. The students can state their grievance regarding any academic and non- academic matter within the campus through the online and grievance/ suggestion box. The institution aims at solving the grievances of the students within stipulated academic and non- academic matter within the campus through the online and grievance/ suggestion box. Objectives:

The Grievance Redressal Cell has been developed to settle the grievances of the students and other stakeholders within a reasonable time period for further strengthening the bond of the students with the institution by providing them with all kind of facilities to a satisfaction level for maintaining a convenient ambience of academic teaching and learning.
According to the UGC (Grievance Redressal ) Regulations, 2018, composition of the Grievance Redressal Committee has been formed in due time.


Mechanism of the GRC-

• 1. Grievance Redressal Committee (GRC) shall consider only individual grievances of specific nature of students and staff.
• 2. The GRC shall not consider any grievance of general applicability or of collective nature of raised collectively by more than one employee/student.
• 3. For post receipt of the complaint/application the committee will decide on the merit of case regarding scope of further discussion investigation and act promptly.
• 4. The GRC may mediate between complainant and defendant against who the complaint has been made, it required.
• 5. The GRC shall consider redressing of grievances within a reasonable time.
• 6. The cell will give report to the authority about the cases attended to and seek guidance from the higher authorities if required.


Scope:

The students may lodge grievance about any academic and non- academic matters related to -
• Timely issue of duplicate Mark-sheets, Transfer Certificates, Conduct Certificates or other examination and scholarship related matters.
• Dues and payments for various items from the library, hostels and other financial matters.
• Certain misgivings about conditions of sanitation, preparation of food, availability of transport, victimization by teachers and any other offensive activity.


Procedure for lodging complaint:

• The students can lodge their grievance through online mechanism in the link provided below- LINK for lodging grievance.
• The students may feel free to drop the writing (can be anonymous if required) in the grievance/ suggestion box.
• The Grievance Cell will act upon those cases which have been forwarded along with the necessary documents.


Internal Complaint Committee (ICC)

Sagar Mahavidyalaya is a co-educational institution and believes in giving and promoting the idea equal oppurtunities and equally healthy environment to both men and women. Here men and women work together in a secure and harmonial atmosphere. Sagar Mahavidyalaya takes pride in the fact that its campus is is very safe for women be it for the students or the employees. However if there are any complaints regarding sexual harrassment, sexually tainted remarks, and any unwelcome physical, verbal or nonverbal expressions of a sexual nature; it is addressed and appropriate action is taken. This cell is responsible for taking these kinds of actions. Its objective is to sensitize the students and staff to work diligently to prevent sexual harassment in the college. Complaints of sexual harassment shall be lodged with the Committee and appropriate disciplinary action is initiated by the members in accordance to the rules and regulations of the college.


Why we need ICC?

It is formed according to the provisions of the POSH ACT-Sexual Harassment of Women at Workplace Act of 2013, 9 th December 2013. (Prevention, Prohibition and Redressal).
It is also mentioned in University Grants Commission (Prevention, Prohibition and Redressal of sexual harassment of women employees and students in higher educational institutions) Regulations, 2015- 2 nd May 2016.


What is ICC?

The POSH Act made it mandatory for all the workplaces to have an ICC be made for the redressal of sexual harassment cases.


Purposes of ICC :

• To prevent sexual harassment at workplace.
• To avoid discrimination and sexual harassment against girls by promoting gender cordiality among students and employees
• To conduct regular programmes on women empowerment.
• To furnish an inclusive environment and congenial atmosphere for women.


Who can approach ICC?

Any aggrieved woman who has suffered harassment at workplace can approach ICC.

Aggrieved woman includes :
a. Woman who is an employee, or
b. Someone visiting workplace, or
c. Student


Note: A legal heir or a person prescribed can make a complaint on behalf of the woman, if the aggrieved is unable to do so on account of physical, mental capacity or death

SC/ST/OBC CELL

As per guidelines of Government of India as well as Government of West Bengal, Sagar Mahavidyalaya has resolved that the affirmative policies, programmes, schemes, facilities would be provided to the persons belonging to socially, Educationally and economically weaker sections of the society.
Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Caste (OBC) have been identified as the three most backward groups of Indian Society. The college is committed to provide an environment that promotes diversity and respects everyone regardless of Caste, color, religious belief or cultures. While maintaining diversity of all kinds, it also commits to ensuring protection of everyone including SC/ST/OBCs and acting as per the provisions of constitution of India in such matters. The cell has been established to support and to bring students from such communities in the main stream. The SC/ST/OBC cell of the college was established in 2016 with the purpose to empower the SC/ST/OBC students in the college.
The SC/ST/OBC Cell provides comprehensive preventive and proactive services to all such students enrolled for various academic programmes in the college. The goal of the cell is to enhance the psychological well being of SC/ST/OBC students at Sagar Mahavidyalaya so they can take full advantage of the educational opportunities at the college.
The college has also appointed Nodal Officers to oversee the effective implementation of reservation policies/rules related to SC/ST as per Government of India/UGC notifications.

The overall functions of SC/ST/OBC Cell at Sagar Mahavidyalaya are the following:

› To ensure provisions of an environment where all such students feel safe and secure.
› To provide prompt counseling for any emotional emergencies arising on account of any event at the campus.
› To provide the mechanism to redress the grievance of SC/ST/OBC students, if any.
› To ensure protection and reservation as provided in the constitution of India.
› To arrange for special opportunities to enhance the carrier growth.
› To aware the SC/ST/OBC students regarding various scholarships program of State Govt. and UGC.
› To take such follow up measures to achieve the objectives and targets laid down by the Govt. of India and the UGC.

As per university guideline, college constitutes the committee. The cell gives different information to the students of SC, ST and OBC communities. Meeting are arranged by cell time to time.
